My Singapore airlines flight arrives at 10:00p.m at Chennai and I need to catch a train to my city at 11:30 p.m at Chennai central station. Can anyone suggest me if it is better to not have any check-in luggage so that I can speed up to train station from the airport, or is it ok to have check-in luggage ? Usually how much time it is taking to collect the check-in bags at this airport ?

I am visting US for 2 months. I will be travelling back to India via Singapore with a 4 days stop there. As per the tourist customs restrictions mentioned on the airport site, only $300 per person is allowed tax free. Will the customs restriction apply to me? If I have goods more than $300 (as the customs restriction in India is $625) will I have to pay tax to enter Singapore?
Whilst making a phone call at Changi Airport (Singapore), my laptop was stolen. Is there a police desk or kiosk I can make a report so that they can at least announce the incident over the PA system ??
