Can you leave the airport at a stop between two countries?

I’m flying from Melbourne to Tokyo with a stop in Singapore in the middle. I have a 2 hour interval between my arrival time in Singapore and my departure time to Tokyo. Can i leave the airport during that 2 hours? Or is it a rule to stay in the airport?
